cell phone use while driving

Using cell phones while driving is thousands of times more dangerous than impaired drivers. You may come across an impaired driver in one out of a several hundred vehicles and usually in the late pm. Being exposed to a driver using a cell phone is closer to one in 5 at anytime during the day. With all the stats and studies about the dangers of cell phone use I find it remarkable that our civic leaders would leave themselves liable. A suit seeking class action certification for injuries received from an accident caused by a driver using a cell phone is imminent. But I guess elected officials don't care about their next stint in office or the hundreds of millions it will eventually cost taxpayers if this scenario would unfold.
